Acceptable Use Policy

1. Purpose
This Acceptable Use Policy (“AUP”) sets out the rules governing your conduct when using the Meritus platform (“Service”). It is supplementary to our Terms of Service and applies to all users, including workers, employers, training providers, and API consumers.
The integrity of the Meritus registry depends entirely on the honesty of its participants. This policy exists to protect that integrity and to ensure the registry remains trustworthy for everyone.
2. Permitted Use
You may use the Service to:
- Upload and attest genuine professional certifications, licences, safety tickets, and qualifications that you have legitimately earned.
- Verify the credentials of workers using their serial number, QR code, or the bulk verification tools.
- Submit certifications on behalf of students or graduates through the provider API, provided you are the issuing training organisation.
- Initiate good-faith disputes against credentials you reasonably believe to be fraudulent or inaccurate.
- Access the API in accordance with your plan limits and the API documentation.
3. Prohibited Conduct
The following conduct is strictly prohibited. Violations may result in immediate account suspension, permanent bans, and referral to law enforcement:
3.1 Fraudulent Attestation
- Swearing a false Oath of Veracity — that is, attesting to a credential you did not earn, a document that has been altered, or information you know to be untrue.
- Uploading forged, doctored, or fabricated certification documents.
- Impersonating another person or submitting credentials on behalf of someone else without authorisation.
- Using a provider API key to submit certifications for individuals who did not complete your training programme.
Consequences of false oath: A false Oath of Veracity is a permanent, irrevocable act. The fraudulent entry will be permanently flagged in the registry. It will never be deleted. Your entire profile will carry a permanent fraud notation visible to all future verifiers. Depending on jurisdiction, a false oath may constitute criminal fraud, forgery, or uttering a forged document, and Meritus may refer the matter to law enforcement.
3.2 Abuse of the Dispute System
- Filing frivolous, malicious, or bad-faith disputes against legitimate credentials.
- Using the dispute system to harass, intimidate, or retaliate against a worker.
- Coordinating multiple false disputes against a single user.
3.3 System Abuse
- Attempting to gain unauthorised access to accounts, systems, or data.
- Reverse-engineering, scraping, or bulk-downloading registry data outside of authorised API access.
- Interfering with the operation of the Service, including denial-of-service attacks or injection attacks.
- Sharing, selling, or transferring your API key to unauthorised parties.
- Exceeding API rate limits intentionally or using automated tools to circumvent rate controls.
3.4 Misrepresentation
- Representing Meritus verification as equivalent to regulatory licensing or government certification.
- Using the Meritus name, logo, or verification results in a misleading manner.
- Claiming endorsement by or affiliation with Meritus when none exists.
4. Enforcement
Meritus reserves the right to investigate potential violations of this AUP and to take appropriate action, including:
- Warning: A written notice for minor or first-time violations.
- Account suspension: Temporary restriction of access pending investigation.
- Permanent ban: Permanent revocation of access for serious or repeated violations.
- Fraud flagging: Permanent application of a fraud flag to one or more of your attestation records.
- Legal referral: Referral to law enforcement where criminal conduct is suspected.
Enforcement actions are at our sole discretion. Account suspension or ban does not result in removal of your attestation records from the registry — those remain permanently.
5. Reporting Violations
If you become aware of a violation of this AUP, please report it to [email protected] with as much detail as possible, including the serial number of any credential involved and any supporting evidence. All reports are treated confidentially.
6. Changes to This Policy
We may update this AUP from time to time. Material changes will be communicated to registered users via email. The current version is always available at this URL. Continued use of the Service constitutes acceptance of any changes.
